2) Если большие значки (категории) - Сеть и Интернет
3) Свойства браузера
4) Дополнительно
5) Снизу справа Сброс...
Честно хз, как интернет эксплорер влияет на свитор, но хз.
Вот инглишь вариант. (перевел сам с хреновым знанием :), но вроде смысл такой)

I ran it and at first it did not open. But this time, I noticed the patch folder actually had files and the process, while not becoming an actual app, did not shut down immediately. So I ran fixlauncher and voila.
It is now installing patches and things. I will let you know if something else happens.
