нет ничего внезапного. Урезали многие павер коэфициенты на скилах + в ноль убили базовый урон на скилах с контролем + нерф пвп экипировки От совокупности подобных изменений в целом меньше пострадали конди билды: им не важно было какой там коэфициент прироста от павера на скилах, а так же не играет особой роли тот факт, наносит прямой урон в их прокасте скил с контролем или нет. По той же причине могут снова появиться в мете конди инженеры, например.

Что то даже хз, у соулбистов и так фишка спека была в слиянии со зверем, так что отличие от кор ренджера было достаточно большим, а тем что отобрали второго пета просто уменьшили спеку пвп потенциал, и так не самый большой.
дело не в том, чтобы было отличие, а в том, чтобы элитный спек не делал то же самое, что и кор, только с доп функциями. До недавнего апдейта соулбист имел тот же функционал, что и кор ренджер + опция сливаться с петами по необходимости, а именно такой ситуации с элитными специализациями они и хотят избежать.

данный патч явно не ставит целью как-то изменить востребованность ренджера в зергах на ввв. Сейчас они сделали этот глобальный сплит скилов между пве, пвп и ввв лишь как задел для дальнейших изменений, о чем собственно и писали в превью:

With this release there are a significant number of changes we've put together for the the competitive game modes, but many of the fundamental principles are applicable in every game mode. In particular, the focus on gameplay being more active is a big piece of the planned changes.
That said, we recognize that there are many specific differences between game modes and the nature of changes for game modes should follow suit.
eg. Many bosses and creatures in instanced content focus attacks on the player with the highest toughness. A minor trait, Stone Flesh gives an Elementalist additional toughness while attuned to earth and can cut off both going into Earth attunement and selecting the Earth traitline. So we're changing that trait to grant 7% damage reduction instead of 150 Toughness, allowing it to play well with that type of content and expand some build options.
We're planning many changes of this nature, as well as re-works and more. We look forward to seeing your feedback both on this set of changes as well as future potential changes.

Future Balance Cadence

This patch is unusual in that it’s more about establishing a new paradigm than it is a regular balance update, and the result is a giant set of changes. Moving forward with competitive balance, we want to make smaller adjustments more often. The specific cadence for balance will always depend on our overall release schedule, but ideally it will be closer to every 4-6 weeks, while still having the opportunity to make minor tweaks outside of the regular balance update. The goal here is to have better flexibility to fix problems in a timely manner.
PvP and WvW

For this initial update, the bulk of the splits are being applied to both PvP and WvW because the underlying ideas are applicable to both modes. The end result is going to be radically different and moving forward we will be doing more separation and targeted adjustments on a per-mode basis.
