Hehe, you obviously haven't read Strugatsky brothers and their Noon series (which is understandable, because, as far as I remember, the books haven't been translated to English).
Every setting is great for a good RPG, like every setting is great for a good literature. And I mean, good author can write a great novel about the most peaceful and conflictless world. With a lot of intrigue, action and all those things, that make books interesting.
The same thing is right about video games. If developers have some talent, they will make good games. The more talent they have, the better games will be. The Witcher 3 is pretty mainstream, but I love it way more, than not only stupid AAAA-shit like Fallout 4, but all the indie RPGs, because the game has not just characters/heroes, but actual living beings, very real and believable.
And btw, Fallout 4 was developed by very talented people, it's just they were talented in the same way, as Steve Jobs. They knew, what people needed even better, than people themselves. But there was more engineering (technical, social etc) in the game, than art. Of course, someone (don't remember who exactly) once said, that writers are engineers of human souls. Probably, developers are too.
